Edgemere Fire Department

At the board meeting on October 21, 2021, the directors declared the urgency of exempting from the competitive bidding the emergency repairs to the Edgemere fire station (position # 2) which concern the health and safety of the firefighters assigned to it. The Trustees hired Cameron Engineering for architectural and engineering services for the emergency repairs to the Edgemere Fire Hall in the amount of $ 110,500 for Phase 1.A, plus additional reimbursable expenses. not exceeding $ 5,500. The summary of the scope of Phase 1.A reduction, remediation and repairs required to promote building safety and sustained operations includes:

• Secure the existing pipe tower structure and stairs in place with temporary systems which may include, but are not limited to, bracing, exterior nets, tarps, scaffolding or the like,

• Use tarps, caulking or other temporary means to mitigate visible water infiltration throughout the building and the pipe tower.

• Repair facades where major deterioration requires immediate intervention,

• Replacement of the building’s electrical service and the main distribution panel (MDP); local distribution to remain in place until the future phase,

• Repair damaged windows to prevent water infiltration,

• Carry out additional tests for materials containing asbestos (ACM) and reduce ACM inside and outside the building,

• The elimination of mold, and

• Any masonry repairs that can be done before environmental conditions prevent such work.

The remainder of the repair / reconstruction work (ie work that is not identified in the proposal as “emergency” work) will be subject to a competitive bid. Cameron Engineering, which completed a comprehensive study of the Edgemere Fire Hall in 2018, assesses the current level of damage in the building and recommends contractors. At least three proposals will be evaluated for each contract. All of the contractors have worked extensively with Cameron Engineering in the past and have completed approximately 450 projects at New York City fire stations across the five boroughs. This week, structural, electrical and civil engineers were on hand to assess the scope of work and further identify issues, including large-scale water ingress.

Public hearing November 4: Cannabis ban

The Garden City Board of Directors will hold a public hearing on Thursday, November 4, 2021 regarding a proposed local law adding Chapter 78 to the village code titled,

“Cannabis ban”. The hearing will begin at 7:30 p.m. in the council chamber of the town hall of the village and also via Zoom. The Zoom link will be available on the Village’s website, www.gardencityny.net, on the day of the hearing. Learn more about this proposed local law, which would ban the licensed sale of cannabis and / or on-site consumption sites within the village limits of Garden City. If the Village passes this law, New York State will prohibit the establishment of any retail dispensaries and / or consumption sites on-site by refusing to grant such license within the Village.

The mayor and the board of directors learned about the decision that New York state municipalities have been facing since early April, listening to comments from many residents. Subsidize funds for PDO removal at Garden City well sites

The village is applying for grants under the Federal Clean Water Infrastructure Act to offset the cost of removing PDO at wells 7, 9, 13, 14, 15 and 16. New York State has adopted standards for some emerging contaminants in the state’s water supply, including the Garden City water supply. In order to meet these standards, Garden City will have to perform treatment in the aforementioned wells. The council also engaged H2M architects and engineers to complete and submit WIIA grant applications for each well site by the November 22, 2021 deadline.

Update on the water

Water tower: No work was done last week. The contractor and H2M met a neighbor who complained about damage caused last winter by falling ice from the scaffolding system. The owner must provide the costs to the contractor to make all repairs. An additional inspection of the owner’s roof is to be expected. The contractor has obtained an isolation contactor and is waiting for the schedule to begin work.

Well 7 (aqueduct site): Three minor items remain on the checklist. The contractor provided change orders which were requested during construction. H2M examines the same.

Wells 8 and 12 (Rockaway Avenue site): H2M has completed performance sampling and is awaiting lab results within two weeks. The video presentation of the Ministry of Health was produced for wells 8 and 12.

Well n ° 9 (rue Wilson site): The technical report approved by the Nassau County Department of Health has been sent to the New York State Department of Health. A soil survey was carried out. The report is currently under review and will be submitted to the Village.

Wells 10 and 11 (Clinton Road site): Well # 11 was shot and the well was filmed. A project meeting took place to discuss the elements of work to be carried out. H2M is working on plans for the replacement of the ventilator and the well 11 enclosure.

Wells 13 and 14 (Garden City Country Club site): Received approval from the New York State Department of Health to operate wells with treatment in the system. Wells 13 and 14 can be routed to the system through processing. Well 13 is currently running to the system without treatment. Design began on the GAC building and associated site work. The village will introduce well 14 through the treatment system. Once well 14 is stable, well 13 will be sent for processing to the system.

Site of wells 15 and 16 Hilton Park): Teams began installing electrical cabinets, booths for site drainage, and linings around the air stripping tower. The crews also installed the aeration fan for the packed tower. Well cleanings will be carried out. Teams will also construct the roof of the hydrogen peroxide canopy and pour concrete for the stairs in front of the building.

Treasurer’s Report

Village Treasurer Irene Woo presented a summary of fiscal year 2020-21 and the first quarter for fiscal year 2021-22 at the board meeting on October 21, 2021. Overall, in On the general fund, revenues were favorable to the budget of approximately $ 432,000 due to several favorable variances totaling $ 4 million. The majority ($ 2.7 million) was the result of construction service fees for two large projects in fiscal year 2020-21 – $ 1.9 million in building permit fees for the accelerated project in 1111 Franklin Avenue, the former home of Sears, and more than expected expense for the 555 Stewart Avenue project. The scope of this project has changed and, as a result, the costs were $ 400,000 more than expected. As a result of Tropical Storm Isaias and COVID, the village received approximately $ 1.3 million in reimbursements from FEMA. Favorable variances were partially offset by lower revenues totaling $ 3.6 million, the majority of which came from the deferred business district paving project ($ 1.9 million in reimbursements). In addition, the village did less paving of roads and more paving of parking lots, so the village was not eligible for CHIP (Consolidated Highway Improvement Program) funding. Village administrator Ralph Suozzi, however, has confirmed to New York State that the village is eligible for CHIPS funding once the road portion of the paving is complete. Third line of work

Starting in late October, crews will install transmission lines east and west of the Denton Avenue Bridge. Residents will notice that the teams are working both weekdays and weekends to move this project forward. Work will take place on the project element overnight for approximately a week. Over the weekend of October 30-31, crews will be working on the transmission lines between Nassau Boulevard and Herricks Road on the north side of the tracks. Double-track blackouts are also planned for the main line on October 30 and 31. To reduce the overall project schedule, the project team will use these dual track blackouts to complete other activities near the tracks. Over the weekend, residents will likely notice increased activity along the right-of-way. To ensure the restoration of rail service by Monday morning, crews will work overnight.

The return of pickleball

Recreation Commissioner Paul Blake announces that pickleball is back at St. Paul’s Fieldhouse. Two morning sessions are offered Tuesday to Friday, 9:30 am to 11 am and 11 am to 12:30 pm The game is open and the rotation is on a first come, first served basis for residents of the village. from Garden City only. At the moment, no guests are allowed. The fees are $ 6 per person, per session. Check or credit card only. Halloween Safety

Halloween is meant to be a time of healthy fun. However, this year, not everyone will feel comfortable with trick-or-treating due to the ongoing COVID-19 pandemic. As such, the police department will continue its program started last year by preparing green and red signs to be placed in windows, or visible areas, for cheaters to identify whether residents are welcoming them or not.
